關于加強學前教育教師隊伍建設的提案

  學前(qian)(qian)教(jiao)育(yu)是(shi)教(jiao)育(yu)發(fa)展中(zhong)的短(duan)板(ban),學前(qian)(qian)教(jiao)育(yu)師(shi)資則是(shi)短(duan)板(ban)中(zhong)的短(duan)板(ban)。加快(kuai)學前(qian)(qian)教(jiao)育(yu)教(jiao)師(shi)隊伍建設是(shi)推進學前(qian)(qian)教(jiao)育(yu)改(gai)革和發(fa)展的關鍵一(yi)招,是(shi)貫徹(che)落實《中(zhong)共中(zhong)央國務院關于學前(qian)(qian)教(jiao)育(yu)深化(hua)改(gai)革規范發(fa)展的若干意見》的核心(xin)內容(rong)。

  當前,學前教(jiao)(jiao)育(yu)教(jiao)(jiao)師隊伍建(jian)設(she)存在的主要問(wen)題是低質量低穩定低投(tou)入帶來的低水(shui)平循環(huan),這種師資發(fa)展的低水(shui)平循環(huan)成(cheng)為學前教(jiao)(jiao)育(yu)生態體系走上(shang)良性健(jian)康發(fa)展道路的最大障礙和制約(yue)因素。

  首(shou)先(xian)是師資存(cun)量不(bu)足、增(zeng)量有限,未來幾年供(gong)應缺口增(zeng)大(da)。

  2017年(nian),學前三年(nian)在園幼(you)兒4600萬(wan)人,按照幼(you)兒數與專任教(jiao)(jiao)(jiao)師數15:1的比例測算,專任教(jiao)(jiao)(jiao)師缺口約為49.55萬(wan)人。受全(quan)面二(er)孩政策(ce)影(ying)響(xiang),未來幾年(nian)入(ru)園人數將進一步增(zeng)加,即使學前教(jiao)(jiao)(jiao)育專業(ye)每年(nian)20萬(wan)畢業(ye)生全(quan)部進入(ru)幼(you)教(jiao)(jiao)(jiao)行業(ye),供需矛(mao)盾(dun)短期內(nei)依然(ran)無法解決(jue)。

  其次(ci)是薪酬(chou)(chou)普(pu)遍較低,在編(bian)教(jiao)(jiao)(jiao)(jiao)師(shi)與(yu)非(fei)在編(bian)教(jiao)(jiao)(jiao)(jiao)師(shi)難(nan)以(yi)實現同(tong)工同(tong)酬(chou)(chou),隊伍難(nan)以(yi)穩定。例如,深圳市2017年平(ping)均(jun)工資(zi)為(wei)9030元/月(yue),學前教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)師(shi)平(ping)均(jun)薪資(zi)僅有3500元左(zuo)右(you)/月(yue)。作(zuo)為(wei)全(quan)國百強區之(zhi)首的(de)順德,學前教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)師(shi)的(de)月(yue)均(jun)薪酬(chou)(chou)約3101元,僅為(wei)小學教(jiao)(jiao)(jiao)(jiao)師(shi)月(yue)平(ping)均(jun)工資(zi)的(de)28.19%。即便個(ge)別地區通過政府(fu)購買公(gong)共服務,使得非(fei)在編(bian)教(jiao)(jiao)(jiao)(jiao)師(shi)與(yu)在編(bian)教(jiao)(jiao)(jiao)(jiao)師(shi)工資(zi)差距不大,非(fei)在編(bian)教(jiao)(jiao)(jiao)(jiao)師(shi)的(de)社保、公(gong)積(ji)金等也難(nan)以(yi)全(quan)部落實。民辦園教(jiao)(jiao)(jiao)(jiao)師(shi)的(de)待遇普(pu)遍更低,不少教(jiao)(jiao)(jiao)(jiao)師(shi)薪資(zi)剛剛超過最低工資(zi)標(biao)準。

  三是(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)素質整(zheng)體偏(pian)低,學(xue)前(qian)師(shi)(shi)資(zi)(zi)培(pei)訓(xun)有待(dai)改進。根據(ju)教(jiao)(jiao)(jiao)(jiao)(jiao)育部2017年的(de)(de)統計(ji)數據(ju),我國34.2%的(de)(de)學(xue)前(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)沒有教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)資(zi)(zi)格證,專(zhuan)任教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)高中(zhong)及(ji)以下學(xue)歷的(de)(de)占到了1/5強(qiang),74%的(de)(de)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)未定職級,幼師(shi)(shi)專(zhuan)業化培(pei)訓(xun)工作任重道遠。但由于(yu)學(xue)前(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育財政經費(fei)投(tou)入在教(jiao)(jiao)(jiao)(jiao)(jiao)育經費(fei)總投(tou)入中(zhong)占比很低,用于(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)培(pei)訓(xun)的(de)(de)經費(fei)非常少,這導致大部分教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)無法獲得(de)常態的(de)(de)、持續的(de)(de)專(zhuan)業化培(pei)訓(xun)。

  為此,建議:

  一是擴大(da)學(xue)(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)師(shi)的(de)(de)(de)培(pei)(pei)養(yang)(yang)規模(mo),創新合格(ge)學(xue)(xue)(xue)(xue)前(qian)師(shi)資(zi)(zi)的(de)(de)(de)培(pei)(pei)養(yang)(yang)路徑。第(di)(di)一,是加強學(xue)(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)師(shi)資(zi)(zi)隊伍建(jian)設(she)的(de)(de)(de)相關(guan)研究。由(you)師(shi)范(fan)(fan)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)(de)“國家隊”——部屬師(shi)范(fan)(fan)院(yuan)(yuan)校(xiao)加強研究,明(ming)確未(wei)來(lai)人(ren)口(kou)規模(mo)下的(de)(de)(de)學(xue)(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)師(shi)數量(liang)(liang)、質量(liang)(liang)需求(qiu)。第(di)(di)二,擴大(da)師(shi)范(fan)(fan)院(yuan)(yuan)校(xiao)學(xue)(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)專(zhuan)(zhuan)業(ye)招生量(liang)(liang),適度(du)擴大(da)“公費定向(xiang)”招生,保證(zheng)農(nong)村學(xue)(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)師(shi)數量(liang)(liang)穩(wen)步增(zeng)加。第(di)(di)三(san),構(gou)建(jian)以本(ben)科師(shi)范(fan)(fan)院(yuan)(yuan)校(xiao)為龍頭、以幼(you)(you)兒(er)師(shi)范(fan)(fan)專(zhuan)(zhuan)科學(xue)(xue)(xue)(xue)校(xiao)為主體(ti)的(de)(de)(de)學(xue)(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)專(zhuan)(zhuan)業(ye)化人(ren)才培(pei)(pei)養(yang)(yang)體(ti)系(xi)。對高職、中職和一些民辦本(ben)科院(yuan)(yuan)校(xiao)新開設(she)的(de)(de)(de)學(xue)(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)專(zhuan)(zhuan)業(ye)進(jin)行(xing)(xing)評估,對辦學(xue)(xue)(xue)(xue)水(shui)平較(jiao)低(di)的(de)(de)(de)進(jin)行(xing)(xing)幫扶(fu)。第(di)(di)四,改革教(jiao)(jiao)(jiao)(jiao)師(shi)資(zi)(zi)格(ge)制度(du),對非(fei)學(xue)(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)專(zhuan)(zhuan)業(ye)報考幼(you)(you)兒(er)教(jiao)(jiao)(jiao)(jiao)師(shi)資(zi)(zi)格(ge)證(zheng)的(de)(de)(de)人(ren)員,在考試合格(ge)后,由(you)師(shi)范(fan)(fan)院(yuan)(yuan)校(xiao)進(jin)行(xing)(xing)3-6個月的(de)(de)(de)學(xue)(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)專(zhuan)(zhuan)門(men)培(pei)(pei)訓,培(pei)(pei)訓合格(ge)并通(tong)過實習后方能取得幼(you)(you)師(shi)資(zi)(zi)格(ge)證(zheng)。

  二是完善(shan)學(xue)(xue)前(qian)教(jiao)育(yu)(yu)經費(fei)(fei)(fei)保(bao)障機(ji)制,切(qie)實提升學(xue)(xue)前(qian)教(jiao)育(yu)(yu)教(jiao)師(shi)待(dai)遇和社(she)會地位。第一(yi),加大對學(xue)(xue)前(qian)教(jiao)育(yu)(yu)的財政(zheng)投(tou)入(ru),明(ming)確學(xue)(xue)前(qian)教(jiao)育(yu)(yu)經費(fei)(fei)(fei)占教(jiao)育(yu)(yu)經費(fei)(fei)(fei)的總量(liang)不(bu)少于5%。第二,加大公(gong)共財政(zheng)對學(xue)(xue)前(qian)師(shi)資(zi)隊伍(wu)建設的投(tou)入(ru)力度,切(qie)實保(bao)障公(gong)辦園非在編(bian)與在編(bian)教(jiao)師(shi)同(tong)工(gong)(gong)同(tong)酬;明(ming)確規定(ding)接受財政(zheng)補貼(tie)的普惠性(xing)民(min)辦園,必須將補貼(tie)的一(yi)定(ding)比例用(yong)于教(jiao)師(shi)待(dai)遇。第三,完善(shan)民(min)辦園教(jiao)師(shi)工(gong)(gong)資(zi)指導機(ji)制,引導和監督民(min)辦幼兒園依法保(bao)障教(jiao)師(shi)工(gong)(gong)資(zi)待(dai)遇。

  三是(shi)構建學(xue)(xue)前(qian)(qian)教(jiao)育教(jiao)師(shi)(shi)(shi)分類(lei)培(pei)(pei)(pei)訓(xun)(xun)長(chang)效(xiao)機制(zhi),提升培(pei)(pei)(pei)訓(xun)(xun)效(xiao)率。第(di)(di)(di)(di)一,將學(xue)(xue)前(qian)(qian)師(shi)(shi)(shi)資(zi)(zi)(zi)職(zhi)(zhi)(zhi)前(qian)(qian)和(he)職(zhi)(zhi)(zhi)后培(pei)(pei)(pei)訓(xun)(xun)納入財(cai)政(zheng)專(zhuan)項預算,明確(que)規(gui)定培(pei)(pei)(pei)訓(xun)(xun)經費在(zai)學(xue)(xue)前(qian)(qian)教(jiao)育經費中的比(bi)例,保障經費來源(yuan);第(di)(di)(di)(di)二,完善培(pei)(pei)(pei)訓(xun)(xun)制(zhi)度,明確(que)將公(gong)民辦(ban)幼兒園(yuan)的在(zai)編(bian)和(he)非(fei)在(zai)編(bian)教(jiao)師(shi)(shi)(shi)全(quan)部納入培(pei)(pei)(pei)訓(xun)(xun)范圍,實(shi)(shi)(shi)現三年(nian)(nian)一輪的全(quan)員培(pei)(pei)(pei)訓(xun)(xun);第(di)(di)(di)(di)三,加強在(zai)職(zhi)(zhi)(zhi)學(xue)(xue)前(qian)(qian)師(shi)(shi)(shi)資(zi)(zi)(zi)的分類(lei)培(pei)(pei)(pei)訓(xun)(xun),對資(zi)(zi)(zi)深園(yuan)長(chang)、年(nian)(nian)輕新園(yuan)長(chang)、骨干教(jiao)師(shi)(shi)(shi)和(he)年(nian)(nian)輕教(jiao)師(shi)(shi)(shi)進行分類(lei)指導,提升培(pei)(pei)(pei)訓(xun)(xun)實(shi)(shi)(shi)效(xiao);第(di)(di)(di)(di)四,建立(li)頂(ding)崗(gang)實(shi)(shi)(shi)習制(zhi)度,讓(rang)師(shi)(shi)(shi)范院校的學(xue)(xue)前(qian)(qian)專(zhuan)業學(xue)(xue)生(sheng)頂(ding)崗(gang)實(shi)(shi)(shi)習,使在(zai)職(zhi)(zhi)(zhi)教(jiao)師(shi)(shi)(shi)有機會接受培(pei)(pei)(pei)訓(xun)(xun);第(di)(di)(di)(di)五,建立(li)學(xue)(xue)前(qian)(qian)師(shi)(shi)(shi)資(zi)(zi)(zi)培(pei)(pei)(pei)訓(xun)(xun)資(zi)(zi)(zi)源(yuan)庫(ku),組建專(zhuan)家團(tuan)隊,收集學(xue)(xue)前(qian)(qian)教(jiao)育的優質(zhi)課(ke)程資(zi)(zi)(zi)源(yuan)、優秀繪本、影(ying)音資(zi)(zi)(zi)料(liao),為各地(di)的學(xue)(xue)前(qian)(qian)師(shi)(shi)(shi)資(zi)(zi)(zi)培(pei)(pei)(pei)訓(xun)(xun)和(he)教(jiao)師(shi)(shi)(shi)自我學(xue)(xue)習提供資(zi)(zi)(zi)源(yuan)支持。
