  推動生成式人(ren)(ren)工智(zhi)能賦能教(jiao)(jiao)育變(bian)(bian)革(ge),促(cu)進智(zhi)能技術(shu)與教(jiao)(jiao)育教(jiao)(jiao)學(xue)融(rong)合,有利(li)于(yu)促(cu)進教(jiao)(jiao)學(xue)模式向(xiang)數字化、智(zhi)能化教(jiao)(jiao)育轉型,推動教(jiao)(jiao)學(xue)結(jie)構向(xiang)“師-生-機(ji)”三元教(jiao)(jiao)學(xue)結(jie)構轉變(bian)(bian),為教(jiao)(jiao)育高(gao)質量發展、培養拔(ba)尖創(chuang)新人(ren)(ren)才提供(gong)創(chuang)新動力。但目前,人(ren)(ren)工智(zhi)能在(zai)教(jiao)(jiao)育領域的應用還存(cun)在(zai)以下問題:

  一是人工智能缺乏教(jiao)育應(ying)用(yong)場景,與教(jiao)育各環(huan)節深度融合(he)不足。當前教(jiao)育領域對人工智能技術的應(ying)用(yong)仍(reng)處于淺表層次,大多集中(zhong)在(zai)機器(qi)翻譯(yi)、基(ji)礎問答測試、低(di)質量(liang)寫作等(deng),沒有深入到教(jiao)育教(jiao)學業務流程中(zhong),尚未(wei)真正與教(jiao)學、學習、資源(yuan)、科研、管理和服務等(deng)環(huan)節深度融合(he)。

  二(er)是教(jiao)(jiao)(jiao)師(shi)隊(dui)伍現有數字素養與(yu)人工(gong)(gong)智能(neng)教(jiao)(jiao)(jiao)育應用(yong)需(xu)求(qiu)不匹配(pei)。在人工(gong)(gong)智能(neng)替(ti)代教(jiao)(jiao)(jiao)師(shi)完成(cheng)重復性工(gong)(gong)作(zuo)之后,需(xu)要(yao)教(jiao)(jiao)(jiao)師(shi)具備(bei)人機協同共創、靈活善(shan)用(yong)智能(neng)教(jiao)(jiao)(jiao)育產品與(yu)服務的(de)能(neng)力。人工(gong)(gong)智能(neng)需(xu)采(cai)集(ji)和使用(yong)多模態海量(liang)的(de)教(jiao)(jiao)(jiao)育數據(ju),需(xu)要(yao)教(jiao)(jiao)(jiao)師(shi)具備(bei)合理使用(yong)及批判性采(cai)納生成(cheng)的(de)內容信息的(de)能(neng)力。

  三(san)是人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)在教(jiao)育領(ling)域的(de)應用(yong)缺乏(fa)風(feng)(feng)險(xian)(xian)監(jian)管。不當的(de)人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)教(jiao)育應用(yong)可能(neng)(neng)會(hui)引(yin)發社會(hui)風(feng)(feng)險(xian)(xian)、政治風(feng)(feng)險(xian)(xian)、經濟風(feng)(feng)險(xian)(xian)、個(ge)人(ren)信(xin)息泄露風(feng)(feng)險(xian)(xian)、虛(xu)假信(xin)息風(feng)(feng)險(xian)(xian)、技術風(feng)(feng)險(xian)(xian)等。我國的(de)生成式人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)與大模型技術還處于發展期(qi),沒有現成的(de)規制體系。2023年5月國家互聯網信(xin)息辦公(gong)室等七部門公(gong)布了《生成式人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)服務管理(li)暫行(xing)辦法》,但未(wei)對教(jiao)育領(ling)域做出專門規定。

  為此,建議:

  一(yi)是積極(ji)推動(dong)(dong)生(sheng)(sheng)成(cheng)式人(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)與(yu)(yu)教(jiao)(jiao)育(yu)(yu)深(shen)度融(rong)合,走出一(yi)條創(chuang)新(xin)驅動(dong)(dong)、科技(ji)向善、持續(xu)健康的(de)(de)(de)(de)(de)(de)(de)(de)發(fa)(fa)展路徑。推動(dong)(dong)人(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)技(ji)術(shu)在教(jiao)(jiao)育(yu)(yu)領(ling)域的(de)(de)(de)(de)(de)(de)(de)(de)應(ying)用,應(ying)更加關(guan)(guan)注教(jiao)(jiao)育(yu)(yu)價值、目(mu)的(de)(de)(de)(de)(de)(de)(de)(de)和(he)意義,立足(zu)核心素養(yang)培養(yang),關(guan)(guan)注學(xue)(xue)生(sheng)(sheng)認知過程、學(xue)(xue)習陪伴(ban)、成(cheng)長發(fa)(fa)展等,發(fa)(fa)展學(xue)(xue)生(sheng)(sheng)的(de)(de)(de)(de)(de)(de)(de)(de)高階能(neng)力和(he)社會能(neng)力。鼓勵(li)加大關(guan)(guan)鍵技(ji)術(shu)研發(fa)(fa)力度,豐富(fu)人(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)在教(jiao)(jiao)育(yu)(yu)中(zhong)的(de)(de)(de)(de)(de)(de)(de)(de)應(ying)用場景,引導研發(fa)(fa)重點(dian)指向教(jiao)(jiao)育(yu)(yu)體(ti)系的(de)(de)(de)(de)(de)(de)(de)(de)重構(gou)與(yu)(yu)教(jiao)(jiao)學(xue)(xue)模式的(de)(de)(de)(de)(de)(de)(de)(de)創(chuang)新(xin),以破解(jie)教(jiao)(jiao)育(yu)(yu)難題和(he)機(ji)制(zhi)(zhi)(zhi)創(chuang)新(xin)為導向,構(gou)建新(xin)技(ji)術(shu)、新(xin)模式、新(xin)場景與(yu)(yu)新(xin)機(ji)制(zhi)(zhi)(zhi)相結合的(de)(de)(de)(de)(de)(de)(de)(de)解(jie)決(jue)方案。設立研究(jiu)專項(xiang),整合教(jiao)(jiao)育(yu)(yu)、科技(ji)、產(chan)業三(san)方力量共同制(zhi)(zhi)(zhi)定(ding)智(zhi)(zhi)能(neng)教(jiao)(jiao)育(yu)(yu)產(chan)品的(de)(de)(de)(de)(de)(de)(de)(de)規(gui)范標準,并不斷(duan)迭代升級(ji)優化(hua)。鼓勵(li)開(kai)展區域性(xing)創(chuang)新(xin)行動(dong)(dong),開(kai)展典型應(ying)用試(shi)點(dian),鼓勵(li)各(ge)級(ji)各(ge)類學(xue)(xue)校在教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)中(zhong)加強(qiang)人(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)應(ying)用,先行先試(shi)并積累(lei)經(jing)驗。推進生(sheng)(sheng)成(cheng)式人(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)和(he)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)科交叉研究(jiu),探(tan)索(suo)人(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)融(rong)入教(jiao)(jiao)育(yu)(yu)領(ling)域的(de)(de)(de)(de)(de)(de)(de)(de)倫理規(gui)范。加強(qiang)進入教(jiao)(jiao)育(yu)(yu)領(ling)域的(de)(de)(de)(de)(de)(de)(de)(de)人(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)技(ji)術(shu)的(de)(de)(de)(de)(de)(de)(de)(de)評估和(he)測試(shi),以確(que)保(bao)其(qi)有(you)效性(xing)、安全性(xing)、可靠性(xing)和(he)可解(jie)釋性(xing),并及時發(fa)(fa)現和(he)糾(jiu)正可能(neng)存在的(de)(de)(de)(de)(de)(de)(de)(de)問題和(he)缺陷,在可控的(de)(de)(de)(de)(de)(de)(de)(de)范圍內(nei)實行容錯糾(jiu)錯機(ji)制(zhi)(zhi)(zhi)。

  二是提(ti)升(sheng)教(jiao)(jiao)師(shi)(shi)隊伍利用(yong)人(ren)工(gong)智能(neng)(neng)創新教(jiao)(jiao)學的能(neng)(neng)力(li)(li)。提(ti)升(sheng)教(jiao)(jiao)師(shi)(shi)的人(ren)工(gong)智能(neng)(neng)素養(yang)和(he)(he)能(neng)(neng)力(li)(li),保持對人(ren)工(gong)智能(neng)(neng)教(jiao)(jiao)育(yu)應(ying)用(yong)的批判性和(he)(he)選(xuan)擇(ze)性。開(kai)展“人(ren)工(gong)智能(neng)(neng)助推教(jiao)(jiao)師(shi)(shi)隊伍建設行動”試點,推動師(shi)(shi)范類高校開(kai)展專(zhuan)題研(yan)究,在教(jiao)(jiao)師(shi)(shi)職前(qian)培養(yang)和(he)(he)職后培訓中設計專(zhuan)門(men)課程(cheng),提(ti)高人(ren)機協同育(yu)人(ren)能(neng)(neng)力(li)(li)。教(jiao)(jiao)育(yu)部門(men)開(kai)展與(yu)人(ren)工(gong)智能(neng)(neng)倫理相關的評(ping)估、規約制定和(he)(he)教(jiao)(jiao)育(yu)培訓,幫助教(jiao)(jiao)師(shi)(shi)在將智能(neng)(neng)技術運(yun)用(yong)到教(jiao)(jiao)育(yu)教(jiao)(jiao)學過程(cheng)中,遵循智能(neng)(neng)技術教(jiao)(jiao)學應(ying)用(yong)倫理,同時加(jia)強對學生技術倫理的價值引領(ling)。

  三是規(gui)范(fan)應用(yong)(yong)(yong),加(jia)(jia)強風險監測機制建(jian)設。加(jia)(jia)快完善生成式人(ren)(ren)(ren)工(gong)(gong)(gong)智(zhi)能(neng)相(xiang)關法(fa)律(lv)法(fa)規(gui)體(ti)系,制定(ding)人(ren)(ren)(ren)工(gong)(gong)(gong)智(zhi)能(neng)教(jiao)(jiao)育(yu)應用(yong)(yong)(yong)的(de)(de)規(gui)范(fan)性(xing)文件,加(jia)(jia)快制定(ding)教(jiao)(jiao)育(yu)隱(yin)私數(shu)據(ju)采集(ji)等相(xiang)關技術標準。通過建(jian)立準入制度(du)正(zheng)向引導與(yu)建(jian)立負面清單制度(du)加(jia)(jia)強監管,避(bi)免人(ren)(ren)(ren)工(gong)(gong)(gong)智(zhi)能(neng)算法(fa)、數(shu)據(ju)分析(xi)模(mo)型對(dui)教(jiao)(jiao)育(yu)教(jiao)(jiao)學產(chan)生誤導,為(wei)積極擁抱(bao)智(zhi)能(neng)教(jiao)(jiao)育(yu)提供明晰的(de)(de)邊界與(yu)堅實的(de)(de)技術保障。明確人(ren)(ren)(ren)工(gong)(gong)(gong)智(zhi)能(neng)教(jiao)(jiao)育(yu)應用(yong)(yong)(yong)的(de)(de)研究(jiu)成果(guo)與(yu)應用(yong)(yong)(yong)產(chan)品(pin)的(de)(de)使用(yong)(yong)(yong)要(yao)求、責任劃分與(yu)歸屬,規(gui)范(fan)人(ren)(ren)(ren)工(gong)(gong)(gong)智(zhi)能(neng)教(jiao)(jiao)育(yu)應用(yong)(yong)(yong)產(chan)品(pin)的(de)(de)使用(yong)(yong)(yong)者與(yu)提供者的(de)(de)行(xing)為(wei)。
